Since #19975 we're persisting thing, channel and channel group types so
the things are not without types in case the central communication fails
at startup. This also meant, though, that values sent by the central
never were used for type generation after the first creation.
Fix that by enforcing type generation once after (successful) startup
and use the persisted types just before thing initialization and as
failure fallback.
