Add a shim providing group(docker) fc568a8f1c 
in order to enable running act-runner with non-rootless docker-ce
Swap preference of docker to the fedora provided moby-engine from docker-ce (which is sometimes ahead of the fedora version)
Restore previously saved config and registration on install 5dfccf9ed3
