Added supportsRefreshAllDevices()
* [openwebnet] moved lastAllDevicesRefreshTS to sub-classes.
Set CEN/CEN+ things to ONLINE automatically.
* [openwebnet] improved comments/javadocs. Added connectSchedule to dispose()
