This is a port of the SmartHome/J binding by @J-N-K
Changes from that binding:
* Use BaseDynamicDescriptionProvider from core, rather than
SmartHome/J's commons.SimpleDynamicDescriptionProvider
* Generated i18n properties file
* Minor wording tweak in the README
