* Remove build server specific timing from dynamodb and ruuvigateway
There should be no difference between running tests on your own PC or on a build server.
The ruuvigateway tests always fail for me during parallel builds due to its unrealistic timing.

* [dynamodb] Update AWS SDK to 2.17.102
- Added NOTICE with all compiled dependencies. Dependencies listed in
feature.xml are omitted.
- jackson dependency is now provided by AWS SDK as a 'shaded' copy
- log4j version used in tests updated
- Specifying DefaultsMode=STANDARD to make the SDK utilize latest
recommended parameters. RetryMode is also controlled by DefaultsMode,
so we avoid setting it explicitly unless overridden by the user.
- Fixed test regressions due to SDK changes

No need to list transitive test dependencies, they are pulled in
automatically. Exception with sqlite4java shared libraries which are
needed for runtime.
With the update of DynamoDBLocal, tests require newer version of jetty
(9.4.18.v20190429), resolving #10502
